Best way to run Bazzite with Steam Game Mode for Decky plugin development?

I have a developer willing to make a Decky plugin. What would be the easiest way to get them up and running in this type of environment? Assume they only have a windows laptop with no dedicated video card.

Looking at this section in the site. https://deckyloader.com I don't think they will be able to do that from Windows. They might be able to test it from a virtual machine though. With Decky installed and running steam in Big Picture Mode
