Throughput Counter/Limiter Showing 0s (Not marked as broken)

The Throughput Counter/Limiter is showing 0s for some reason. The mod is not marked as broken. Curious if I am doing something wrong?

Try removing the belt, putting down the counter, then attaching the belt to the counter
