Part cooling fan and hot end fan questions

Finally after 2 years I got my vcore 3
1 500 machine running. However it leads to two more questions.... the hot end fan...should it be pushing air towards the heat sink or should the air be pushing away?
Also the part cooling fan runs faster at a lower percentage speed command. Example 100% the fan is off, 20% seems to run fastest? Is there a way to reverse that? Thanks guys!

Copy it over to printer.cfg and then change it to what you want
