Is it possible to delete a project, and if so, does it get removed from your count of total projects
I am considering using Neon for a test project that isn't serious or meant to stay. I'd like to delete the project when I'm done with it. If I do so, will I be able to create 10 new projects on the free plan, after the test project, since I would have deleted it? Or can you not delete it in that way and get your quota back?
I would assume you'd be able to delete it and have the full allotment of projects you can make again, but I'd like to be absolutely certain before I use up a slot on a project that is just for testing and practice, and ultimately does not matter.
(I appreciate if you answer my question, if you can ping me just in case, since I may or may not see the reply otherwise, as I am in a lot of servers.)

If nobody is able to tell me here, is there another place to ask? I'm not comfortable starting my project until I know the answer, so I really need to know.

I just tried this flow, the number of projects you can create does restore back to 10, but I believe the quota remains limited to as mentioned for the free plan, irrespective of the number of projects you create.
