Two Servers on Same Laptop, Port Forwarding Issue

I am trying to set up two minecraft servers on one laptop, and I have been succesful with one server but have not been able to figure out how to do the second server.

One server is modded and the other is vanilla, So far the Modded server works with the port being, 25565, and I am trying to make the vanilla be on the 1000 port.

I have AT&T, and have tried adjusting the global port range to 1000-1000 and 1000 respectively, as I have done with the Modded server with 25565-25565 and 25565 respectively.

However, when i run both servers at the same time, making sure to adjust the "server-port" and "query.port" and turning on "enable-query", I am unable to find the vanilla server, even after putting in the ":1000" after the ip address.

Added information, I am also using AWS as a proxy, and have also added the port range for 1000 as an inbound rule. (I did the same thing for the other server, but instead of 25565 I just substituted it for 1000)

If anyone is able to help me, please let me know.
