Using the test tool at https://github.com/henkelmax/svc-cli-utils:

On proxy:
ubuntu@velocityproxy:~$ ./svc ping [backend ip]:24456

Got a response in 146ms after 1 attempt(s)

So proxy is able to see the backend SVC port

However, players are not able to connect to voicechat for some reason.
