When is full resolution image of a raw image loaded and shown?

I wonder how to enable the immich web interface to show the full resolution image when viewing a single image asset that is a raw image (ARW). As system administrator one can change "Preview Settings" which mentions "...used then viewing a single asset and for machine learning". Currently that the setting "Resolution" in this setting is set to 1440p in my setup. For RAW images this indeed seems to limit the images resolution in single asset view BUT JPEG files seem to be shown in their full native resolution. Would someone kindly help me understand how the above mentioned setting does effect viewing RAW and JPEG images? Is the "Resolution" setting 4k the maximum resolution all / an raw image asset can be viewed?

The browser is capable of rendering a jpeg, so the original file is used when appropriate. The same is not possible with a raw

When an jpeg needs to be generated from the raw anyway - as the browser cant open that directly. Why limit the generated jpeg to a max size of 4k? Is that an arbitrary limitation assuming most people will not need more details? Sidenote: The immich app on android does feature a setting to "Load original image". That seems (not verified) to represent a full 1:1 raw to jpeg conversion. I seek to understand how those two setting areas relate to each other.
