Problem connecting servers

I am having an issue and idk if it is possible here is my setup.

Proxy: Velocity
Hub: Paper 1.16.5
Pixelmon: Arclight 1.16.5 (Forge Modded)
Factions: Paper 1.8.8


The issue I am having is not being able to connect to factions because I can't set the velocity protocol to bungeeguard due to the forge server requiring the modern protocol.

Is there a way to go around this?
