Cloudflare stream on demand storage

Hi, is there a way to have cloudflare stream with on demand storage? i.e. I can opt to having unlimited storage and billed by the minutes that is used. Instead of having a limited minutes per month.

I need this so that my users (video uploader) can always upload a video no matter what. Not limited by my storage plan.
