Why my riot client update stuck at 0.1kb/s update

help, why my update is stuck at 0.1kb/s, well, usually I just need to restart the laptop and then it will work even though it still needs to be restarted at least 4-5 times to get it to finish, but now instead of increasing it is actually decreasing, from being stuck at 24% now it is at Just 12% of the time it's stuck at 0.1kb/s
