Worldguard Allowing No-Permission Players to Build

For a really random unknown reason worldguard seemed to stop caring about checking for the block-place event (no I don’t have those flags set) and seemed to allow anyone to build where they shouldn’t but deny breaking the block. I used /wg debug testplace (random no perms player) and it showed that it didn’t stop the block place. Also along with it, with high frequency tags and no liquid flow on, fluids continue to flow in protected regions.
