Payment problem while transferring domain.

Got this problem when trying to pay for domain while transfering. I am from Ukraine, try 2 banks (Revolut and Sens) both banks working. And trying PayPal same too. What it can be? And how to fix? All data is correct too. Cards was verified (In bank transaction saw)
