Issue with `Headers` Handling Multiple `set-cookie` Headers and Merging
The global
Headers allows us to add multiple set-cookie headers however Headers from platform via Headers.fromInput does not. Also Headers.merge also does not merge the set-cookie headers from two different insteances of headers. I am not sure what is correct but this had us stumped for quite a while.
