Assistance with Resource Pack Prompt

Good afternoon, I hope you're doing well.
I'm having some difficulties with changing the resource-pack-prompt message for my server. From what I can tell, I've done everything properly. Is someone able to look this over and advise why it's not working?

This is the related snippits from my server.properties file:

For whatever reason, it still just seems to be showing the default prompt whenever I try to log into the server.
