If you can't upload natives.log, it might be empty. For empty natives.log, there is a bullet in this section about empty natives.log https://github.com/tModLoader/tModLoader/wiki/Basic-tModLoader-Usage-FAQ#check-nativeslog

maybe i have to uninstal c++ and install it again

It does look like that c++ redistributable is not working 100%, you can try that
