How to get skins back

my cheating ex refunded everything spent on my acc even the skins i bought myself and now i am in valorant point debt with my skins back being locked. does my skins being removed and being in vp debt make me have to spend twice as much to cover up the negative debt? and only then can i start buying my skins again? i dont rlly get it
