Changelog for minifier

Hi all,

My company uses the minifier component of swc. Recently, we migrated from v1.9.3 of core to v1.11.9, and we saw a huge upwards spike in cumulative layout shift (CLS) reported from real users' browsers. is there any significant changes that could account for this?

we're going to try and roll back the change on monday to see if it was definitely that. but our metrics show the spike starting at the exact minute that the change went live

the incredibly interesting part is that this only really affects the outlier cohort - median is basically the exact same, but P95 is way bigger
