Please can someone help me?

I am a Plat 1 peak player, currently Gold 3. I don’t understand why every game I keep playing against Silver 1’s and 2’s. The highest I play usually is Gold 1 but when I play with my Plat 1 friend (same rank as me), we play Diamonds, high Plats etc. solo queue I keep getting put into almost impossible lobbies where it’s either low ELO Smurfs or if I play well, I got god awful team mates. Is there a fix for this? I have had this issue for around 6 weeks now and I’m jumping between Plat 1 and Gold 3 but once per week, they will put me on the biggest loss streak. Sometimes I go as low as Gold 1 & 2. Also for context, when I do win, I get always like 10/12 points and when I lose, I lose between 17 and 30. My team mate is not as good as me but when he wins, he gets lots of RR and I don’t. The screenshot is the game I just played. For context I have been in Plat about 15 times in the past 2 seasons.
