VPN will block access to that site
Even if it works, it will ask you to write a ticket and obviously support can tell that you’re using a vpn
Tho I’m pretty sure you can use a vpn to make a new account

No one other than you is allowed to log into your account.
Nobody's gonna know though
Riot can track IP’s, they’ll know.
But if you still wanna do it, that’s upto you.
