Solution
Try opening Facebook in Safari to see if it loads normally there, then change network and clear the Safari iOS app cache from Settings > Apps > Safari > Clear History and Website Data.
If it does not work try resetting your network settings from Settings > General > Transfer or Reset iPad > Reset > Reset Network Settings.
