CoolerControl unable to correctly interpret fan statistics or control them

it claims to be on 100% for all system fans, but the fans are quite clearly not as i can tell by the sound and comparing to actually setting them to full in the mobo bios
plus the manual setting doesn't do anything when i set it to 0 or 100
