That error sounds like it's from our console, not during connectivity. Is that right?

That's right. This particular error shows up on the Tables page in the Neon Console. We've been seeing this issue a lot lately, particularly from Neon users in Asia Pacific regions. It's a suspected DNS resolution issue.
