What would be the best server hoster and optimal server specs to run this at the highest possible TPS?

Please Avoid Hybrid Servers
Please avoid using server software that combines both mod and plugin APIs, such as Mohist, Magma, Cauldron, Thermos, CatServer, Cardboard, and others. These server software clash, as Bukkit was made for plugins and Forge for mods. Mixing them requires significant changes to the Bukkit API and Forge server code. If not done correctly, both plugins and mods can act strangely. Using these will almost guaranteed cause strange issues that make it near-impossible to assist.
If you are running 1.8 or 1.16.5, a good alternative to these is SpongeForge, a well-engineered solution that allows running Sponge plugins alongside Forge mods. Many Bukkit plugins also have Sponge ports.

I’m using plugins like essentials, core project, chest shops and lands none of which I’ve seen to have great mod alternatives

get tf away from apex hosting
and like ppl said u should switch to sponge or fully modded server
if you want good performerance running a hybrid you will likely need a bare metal machine
(or equivalent at a hoster which will probably cost more)
biased opinion becuse i own it, but https://waffle.host should be able to handle that, we have 9950x cpus which are perfect for minecraft

personally, I use lilypad
I've used aternos, apex, berrybyte, alien host and lilypad
apex was by far the worst if we forgive aternos's lag and lack of uptime due to being free
what makes then the worst compaired to the others? cuz a lot of ppl r saying stuff but not giving an explanation behind it
