Can you pass threadId/resourceId memory between multiple agents? or workflow runs?

TYou'll want to make sure only one agent is using the thread at a time though. If multiple agents are writing to the same thread at the same time the conversation history will be odd and the agents will respond to each other
Tif you have some kind of agent switcher/selector logic and each agent uses the same thread it'll be good
