rpm-ostree errors

Hi there, I'm new to Linux and I am trying to install Refind via the terminal. When I try using rpm-ostree I keep getting this error: It may be the simple case of me doing something wrong, but I'm not sure what at this point. Any help would be appreciated 🙂 (I do have the file in my downloads folder)
