Firebase i18n deployment

My project is working fine on build, transition between languages is good. But on emulators:start the project can't even start. Do anyone have links to sample project?

What I quite don't understand is what is the content of the root i18n files in firebase.json? A sample that I can view on the github is just plain text in html file format.
