Cloudflare PRO plan stability

I was having problems with Cloudflare's CDN, where my sites on paid workers, or files in R2 buckets go offline in some regions, when there is a traffic peak, 500gb+ /hr, I signed up for the PRO plan, how long does it take for me to get more stability in the services?

Let me be specific. I have noticed this problem in the past, but today it was on a large scale, affecting a large number of users. I couldn't quantify it, but it seems to have been in GRU and GIG. UTC -3 20:20~ New files were uploaded to R2, about 6GB, divided into 100MB files and announced to the public 20:40~ Download peak (250GB / 15M), and we started receiving error reports on all systems hosted on this domain on Cloudflare, websites on paid workers, and all R2 buckets. Even from people who didn't download these new files, however, apparently all from the same regions, Brazil, more in GRU 22:15~ It seems to have normalized and there have been no more complaints This has happened before, and it always seems to start when files are uploaded to R2 and some download peak occurs, even of 100gb+ / a few minutes, not all users are affected, but a good portion I changed the domain to the PRO plan, and I'm waiting to understand if this was the reason, and if now it shouldn't happen again. R2 paid buckets and paid workers too. "ERR_CONNECTION_TIMED_OUT"

Also, there are no records of firewall blocking that could influence
