Billing issue, No response from Cloudflare Support

I know the community is unable to assist on billing issues, but I do need a guidance to go forward.

I got invoiced for subscription plan that I did not upgrade.
After the downgrade, I still got billed for the plan.
I tried contacting Cloudflare Support through the portal. I got notification email, with case number, but the case is not accessible on the support portal. It seems it just got lost.
I tried to contact already multiple times for over a month. What should I do?
