VAOC LED does not function

So I think my VAOC led pcb doesn't work. Checked: +Wiring +Pin-out on board (octopus 1.1) using PG0 called for by the commissioning +I even crimped a new wire and checked with a multimeter. Everything seems to be the way Ratrig comissioned but I cannot get the LEDs to turn on. If anybody can think of a good way to test to determine if I am correct in thinking I have a dead unit please let me know.
