roblox does not provide us the facilities to get a players IP (and rightly so, thats a privacy issue) so all bans (as of right now) are based on user ID and only that
User ID ban. IF it was ever an IP ban (which will never happen to any account on combat warriors because of privacy reasons), you could easily bypass the ban just by simply using a vpn.
But your ban or anyone’s ban will never be an IP ban. Which is why a user ID ban is more effective because you can never bypass it but make a new account.

No. Permanent in game bans are also user ID bans, a vpn will do no affect.
