hacked and perm baned
my account got hacked and then when i got it back (recovered it ) i got locked and it says when i opened a ticket

We did not come to this desicion based on your answers alone, I wish it was simple, We saw suspicious account activity which made us question who the real owner is as that is against our policy and https://www.riotgames.com/en/terms-of-service
This is a security breach and for account security!
It would be much better to continue with a new account where you will start safely rather than playing with an unreliable account.
