Vivaldi ceases to function after syncing settings and rebooting.

There is very little more detail I can give beyond the title. Vivaldi seems to work initially, but when sync gets set up, I reboot and vivaldi ceases to load. Specifically, it takes a long time to simply load the window itself, but then never goes beyond the blank loading screen.
I've tried deactivating extensions before rebooting to no avail.
