Remove Chat Signing

I installed the plugin AntiPopup (https://www.spigotmc.org/resources/%E2%9C%A8-antipopup-no-chat-reports-and-popup-%E2%9C%A8.103782/) to try to remove this annoying chat reporting feature as well as the popup. Even though I installed it and it's all green when doing /pl, it still doesnt seem to work as my client still says that the server requires messages to be reportable. Is there any setting in server.properties or paper-global.yml which I didn't know about?
