Update Nameserver NS record TTL

Hello! I have a free tier cloudflare account where cloudflare is the authoritative DNS. According to https://developers.cloudflare.com/dns/nameservers/nameserver-options/#nameserver-ttl I should be able to reduce the TTL on NS records if I understand correctly, but I don't see this option anywhere (including DNS settings). Is this a premium feature?

yea it's definitely gated, probably behind their new Foundation DNS option. If you try via the API, even on an Enterprise zone:
Custom nameserver TTLs are not available to this account or zone. Contact support for more information.
What are you trying to do? This setting is super niche

I see, thank you! The ask was to reduce the TTL on NS records as we migrate to a new provider. I don't think it's strictly necessary, but the goal would be to minimize downtime switching to a new DNS provider in case name servers needed to be reverted. At the very least, we've reduced the TTL on all of the DNS records preemtively
