Moderation isn't always handled by humans so the phrase "CHINA DOESNT EXIST" could get flagged by the auto filter.
But this was likely a case of human moderation as when actual people review things they will usually be from so they might not be accustomed to such jokes.
If a moderator had a way to know that this was satire, the punishment would have been removal/warning because it could offend lots of people who don't find it funny. (And in China there's like one and a half billion people)
I know the shirt had good intentions, but if you want to make an item that recognizes Bhutan, just put "Bhutan is its own country" on a shirt, not "(Oppressive) country isn't real", because that way it doesn't directly offend an entire country, and that I totally support.
