This is actually a really good speculation. Roblox's images are scanned for excessive use of skin-like color, to determine weather or not an article of clothing is revealing or not. It's very much possible the "nude" colored legs tripped it. I would recommend leaving the legs transparent in future shirt uploads.

repost the same shirt decal with a different file and make very slight changes to your shirt if necessary. im have a phD in decal upload engineering y'know.

Its all done by computers. something must have tripped the system.
I reccoment contacting roblox support to appeal the issue. When I used to make clothing I had the same thing happen to a few of my articles. They're usually very good about it and you will get your asset back soon.

When the bot's detect what is assumed to be inappropriate content the image is blacklisted and cannot be re-uploaded without altering. This is an issue I faced many times and I have always been able to get my assets back after contacting support.
