Vanilla or resourcepack
I've seen multiple servers have rank tags like these and i was wondering if it was something minecraft had added, which in that case what do i need to put as the rank to get it. Or if its a resourcepack is it publicly available?

if you want to do it in vanilla, you can create a team and give that team a prefix
You can’t do it with Vanilla, you need Ressourcepacks for sure, but you can do it without plugins like ItemsAdder or smth

Also, I want to ensure I clear something up. For the glyph method, I still recommend that you have PlaceholderAPI to use the %luckperms-prefix% placeholder. I believe these are already built into TAB and LPC, but having it is still a good idea.
