Bugs on Val?

A couple things I've been having troubles with.. 1. When the round starts, player loadouts don't go away all the time. I've looked it up, and my settings for Player Loadouts are turned off. Is it something else? 2. My push-to-talk key for both Team and Party chat don't always work. For example, I have my Team Chat set to my mouse buttons. However, when I'm in game, it would either: (A) reset -- would only work if I use V/U keys (B) switch keys -- my mouse button would activate party chat instead of team chat (C) or not work at all
