[CLOSED] Chat Media to v13

Short Description: Bring "Chat Media" up to v13 compatibility.
Long Description: "Chat Media" is a module that allows posting of Animated GIFs and Videos to chat. It works in Foundry v12 and partially works in v13.

Typing "cimage <URL TO GIF>" works in v13. Drag-and-drop and Copy/Paste of Animated GIFs does not work. I am not sure if videos work at all (that's not something I use in my games.)
The module is released under an MIT license. The author said they do not have time to bring it up and suggested inquiring here.

Foundry v13 deserves bad memes too. Could you help us out?
Budget: $200
I really have no concept of how much work it would be to get it updated other than the original author saying it "shouldn't be complicated".
