Q: Does USB Power Delivery usually offer 12VDC @2A / Limiting 15VDC to 12VDC via DC-DC converter

Hey all, electronics newbie here. I have a 12V 720mA led light strip that I want to power via a USB C and I'm running into two problems/questions: Some USB C chargers can give 12V directly, but some can't. 15V is more common. Does anyone know how common it is for USB C chargers to not offer 12V? If I wire it so it gets 15V from the charger, could I also get a DC-DC dimmable step-down converter and cap it so it never gives more than 12V? I'm not sure what the circuit or math would look like, but I imagine that would be possible with a LDD-1000L and a potentiometer and resistor of some sort:

This plugs into your average phone charge base, it will give 12V, it has a variable DC voltage output... you can just add a resistor to adjust current. A couple of dollars on aliexpress. It's a HW-132
