HDR in games with their own launchers

So I'm trying to make HDR works in ESO which has its own launcher so I can't use gamescope on it (I've tried and it just makes it crash)
I also tried to edit the usersettings file and even tho HDR is enabled in the file, HDR is clearly not active in the game
Is there a way to make it work or is it doomed ?
