Seedpacks are another form of seeds, so they'd introduce a blackmarket. I wouldn't get the pretense that blackmarkets don't exist, a pet market and sprinker/'mutation rod' market exists but it wouldn't be as large as the seed market.

I can't imagine they'll get rid of Normal Seed Packs from the daily quest, so peach trees will remain obtainable for the foreseeable future. It's also incredibly unlikely they enable seed trading due to the blackmarket it would develop into.
