Hello. Today I installed a new CPU cooler in my PC. After rebooting, I noticed the performance in my Steam games was really low. The cause of the poor performance was coming from my RX 9070 XT GPU. Usage goes all the way up to 100% even while simply idle on main menus, and frame rates at 40-60 FPS. This seemingly only happens to titles launched via Steam, as other games launched will have normal performance.
What I've tried so far: - Disabling the igpu - Re-slotting the GPU - Verifying BIOS configuration - Changing compatibility tools in Steam - Checked for updates via

- Tested 6 steam games, 4 non-steam games - Changing graphics settings in games

Solution
I have resolved this issue. For anyone experiencing the same, consider changing the "Initial Graphics Device" between IGP and PEG may work. The BIOS may have misconfigured this setting and started mismanaging the gpu.
