Fps drops and game freezes for micro second in combat

Hi so I've been getting fps drops from 190-210 to 70 when I am in a gunfight even worse my game freezes for a split second when there is more than 2-3 ability being used i play to on the lowest graphics settings and have even tried outside game settings but they didn't do anything. I have 16 gb of ram. Amd Ryzen 5 5500 process. 4060 gpu. I don't get these probl while playing other games like CS2
