Mouse Scroll Wheel Mapped to Joystick Not Working in Desktop Mode

I cannot seem to get mouse wheel scroll up and down mapped to the left analog/joy stick. I've tried setting it's behavior to Scroll Wheel with clockwise and counter clockwise commands as well as Directional Pad. Settings for the Directional Pad settings are in the attached photos.
