Bazzite uses integrated graphics over dedicated GPU on second execution of game

bug
Operating System: Bazzite 42
KDE Plasma Version: 6.4.2
KDE Frameworks Version: 6.16.0
Qt Version: 6.9.1
Kernel Version: 6.15.6-105.bazzite.fc42.x86_64 (64-bit)
Graphics Platform: Wayland
Processors: 16 × AMD Ryzen 7 7700 8-Core Processor
Memory: 64 GiB of RAM (61.9 GiB usable)
Graphics Processor 1: AMD Radeon RX 6650 XT
Graphics Processor 2: AMD Radeon Graphics
Manufacturer: Micro-Star International Co., Ltd.
Product Name: MS-7E24
System Version: 1.0

Using proton 9.0.4 on Monster Hunter Rise and Warhammer 40,000: Space Marine 2, I have no problems on first execution of a game but if I exit to desktop and execute the game again, there is this insane stuttering and my FPS tanks to ~30. Compared to the first run of the game, memory speed is at 96MHz/1.09GHz. Temperature of GPU at 56C instead of 75C-80C.

System monitor says GPU is at 100% yet it isn't as hot under the same map. Is Bazzite using the integrated graphics instead of the dedicated one? Has been happening for the past few months. Any help would be welcome.
