I had a quest to plant 3 boneboo when it was done i had the same quest again so i rushed to reclaim them waited for them to grow but the reclaimer doesnt seem to work on them is it a bug or what?

No its not. Reclaimer cannot reclaim a 1-time harvest crop (or not multi-harvest).

Reclaimer works only on multi harvest crops
