Get an error every time I try to install mods, when I load the game it doesn't load mods at all

No, the error message basically says that something in the middle prevented the mod manager from getting the info about a mod. Could be your computer, could be your ISP, could be your government, could be your router, etc

Yes, that means it succeeded from your browser (it's actually just text in a json format but most browsers have a nice viewer for it)
