External Controller Bug?

For some reason, every time I first boot into Bazzite, my bluetooth controllers will connect to the system just fine, but ONLY work with the HHD overlay.
Using any of the buttons on the controller don't do anything, unless I open the HHD overlay and the HHD overlay reads the controller inputs just fine, but not Steam Game Mode.
Turning the controllers off, then back on, will see the controllers working as intended in HHD AND Steam.
Is this a bug that can be fixed? It's very frustrating.
