Cant add players to premier team

i have a premier team which is in advanced 3 and one of the team members isnt able to play todays game, so i tried getting a new player to join the team, however it says he is outside the teams skill range, this same message showed up when he tried joining on a different account which is closer to the ranks of our top 3 players and still we could not get him to join, any ideas?
